Massachusetts Bans Drywall from Landfills

The ban on disposal of Clean Gypsum Wallboard at 310 CMR 19.017 has been published and will go into effect July 1, 2011. Massachusetts solid waste facility owners/operators must submit new or modified waste ban compliance plans to Massachusetts Department of Environ-mental Protection (MassDEP) by April 1, 2011, to demonstrate how its facility will comply with the disposal ban on clean gypsum wallboard. The revised regulations and response to comments received during the public hearing process are available on MassDEP’s Web site: http://www.mass.gov/dep/recycle/laws/regulati.htm#bans. “This should add several green jobs to the Massachusetts economy,” said Patrick Manning, general manager of CMRA member company Gypsum Recycling America, which is based in Massachusetts. “Any type of action that helps promote the non-landfilling of materials will always help.” While this current ban applies to only construction drywall, GRA is now permitted to receive demolition drywall on a strict selective acceptance basis. It is expected that any upswing in incoming drywall material can be handled by the current recycling infrastructure in the state.
