Long-time waste industry veteran JW Spear has been named administrator of the Institute for Certification of Sustainable Recyclers (ICSR), the organization created to implement the Certification of Recycling Rates (CORR) program. CORR will certify the recycling rates of C&D facilities to help stop the alleged fraudulent claims of high recycling rates by facilities trying to provide documentation for green building programs, such as LEED. Such claims had undermined the credibility of C&D recyclers and some LEED credits, and the CMRA stepped in to help develop CORR. However, the ICSR will be operated as a standalone organization in order to meet the ISO standards at which the rest of CORR was developed.
